Python3.9が最新だと思っていて、Python3 -Vしたら3.10.Xと出てきたため古いバージョンであると勘違いしたのが運の尽きであった。(3.9の次は3.[10]ということらしい) とりあえずデフォルトのPython消してPyenv?使うか〜〜と思い、気軽に $ sudo apt remove python3 した。
